    BLM Comments:

    Site is improving.  Fence is helping.  One cow was inside fence which we escorted out.  Alyssum was found to be thick in areas.  Few forbs may be issue. Lack of forbs identified in 2013.  Site does not appear to have met the 5 Yr criteria but is improving with fence. Site is not showing reproductive capability (also noted by Aster Cyn) for forbs.
